Read this letter from Pentadbir Email USM which purportedly describe the lift ban and that this was a decision made by the Majlis Teknologi Maklumat based on a Mesyuarat Bil 1/2012.
But the dates given for the Youtube access in the main campus, engineering & IPPT are only for 3 days starting 3 Mac.
I really don't see what is the point of lifting the ban for only 3 days!!

Dengan hormatnya saya merujuk kepada perkara diatas.
2. Dimaklumkan bahawa Mesyuarat Bil 1/2012 Majlis Teknologi Maklumat yang di adakan pada 3 Januari 2012, telah bersetuju membuka capaian kepada ‘YouTube’ untuk semua warga staf dan pelajar USM . Tarikh kuatkuasa capaian adalah seperti berikut :-
Kampus Induk, Kejuruteraan dan IPPT mulai 3 Mac 2012
Bermula jam 12:00 pagi (Sabtu) sehingga 6:00 pagi (Isnin)
Kampus Kesihatan mulai 2 Mac 2012.
Bermula jam 12:00 pagi (Jumaat) sehingga 6:00 pagi (Ahad)
3. Sehubungan dengan perkara tersebut, semoga Y.Bhg Dato’/tuan/puan dapat manfaat kemudahan perkhidmatan yang disediakan. Untuk makluman, pihak Universiti berhak untuk menarik balik keputusan tersebut pada bila-bila masa.
Kerjasama pihak Y.Bhg Dato’/tuan/puan amatlah dihargai dan didahului dengan ucapan ribuan terima kasih.

We are please to inform, that the Information Technology Council (ITC) of the university has agreed to open up access to 'YouTube' to all members of staff and students of USM. The effective date of access are as follows: -
Main Campus, Engineering and IPPT starting on March 3, 2012
From 12:00 am (Saturday) until 6:00 am (Monday)
Health Campus from March 2, 2012.
From 12:00 am (Friday) until 6:00 am (Sunday)
With regards to the above matter, may Y.Bhg Dato ‘/ all members of the staff /students take the opportunity to benefit the services provided. The University reserves the right to withdraw the decision at any time.
